As $A$ and $B$ are isotopes, these will have same atomic number and belong to same element. $B$ and $C$ are isobars so these will have same mass numbers but different atomic numbers so these will be different elements. By a radioactive process of alpha or beta decay atomic number always changes so $B$ can change to $C$ by any of these processes.
