Tertiary alcohol is not oxidised by acidic soluton of Cr2O72- hence, the colour of Cr2O72+ solution remains unchanged. (CH3)3C-OH is a tertiary alcohol, hence it cannot change the blue colour of Cr2O72- solution into green.
