Solution:

Tertiary alcohol is not oxidised by acidic soluton of $ C{{r}_{2}}O_{7}^{2-} $ hence, the colour of $ C{{r}_{2}}O_{7}^{2+} $ solution remains unchanged. $ {{(C{{H}_{3}})}_{3}}C-OH $ is a tertiary alcohol, hence it cannot change the blue colour of $ C{{r}_{2}}O_{7}^{2-} $ solution into green.
