According to KVL

$\Rightarrow I_E=1.2mA$
But, $I_E\simeq I_C$
$\Rightarrow 10=5\times 10^3\times 1.2\times 10^{-3}+V_{CB}$
$\Rightarrow V_{CB}=4V$
