$-N{O}_2$ group is a deactivating and $m$ -directing group so it directs the incoming $B{r}^{-}$ ion to the $m$ -position thereby leading to the formation of $m$ -bromonitrobenzene. Upon reduction with $Sn/HCl$, the $-N{O}_2$ group reduces to $-N{H}_2$ i.e., the final product is $m$ -bromoaniline.
