$- NO _{2}$ group is a deactivating and $m$ -directing group so it directs the incoming $Br^-$ ion to the $m$ -position thereby leading to the formation of $m$ -bromonitrobenzene. Upon reduction with $Sn / HCl$, the $- NO _{2}$ group reduces to $- NH _{2}$ i.e., the final product is $m$ -bromoaniline.
