Torque about center of cylinder,

Parallel to inclined plane
$mg\sin \alpha =F\sin \alpha +f...(ii)$
Normal to inclined plane
$mg\cos \alpha =F\cos \alpha +N...(iii)$
From (i) and (ii) $F=f=\frac{mg\sin \alpha }{1+\sin \alpha }...(iv)$
From (iii) and (iv)
$N=\left(mg-\frac{mg\sin \alpha }{1+\sin \alpha }\right)\cos \alpha =\frac{mg\cos \alpha }{1+\sin \alpha }$
Hence $f\le \mu N\Rightarrow \frac{mg\sin \alpha }{1+\sin \alpha }=\mu \frac{mg\cos \alpha }{1+\sin \alpha }$
$\mu =\tan \alpha =\tan 37^{\circ }=\frac{3}{4}$
Hence $4\mu =3$
