$I_{max}=(\sqrt{I_1}+\sqrt{I_2})^2=(\sqrt{4I}+\sqrt I)^2=9I$
$I_{min}=(\sqrt{I_1}-\sqrt{I_2})^2=(\sqrt{4I}-\sqrt I)^2=I$
$\therefore $ Correct option is (c ).
