Solution:

Since the cells are in parallel, $\text{V}=\frac{\frac{\text{E}_{1}}{\text{r}_{1}} + \frac{\text{E}_{2}}{\text{r}_{2}}}{\frac{1}{\text{r}_{1}} + \frac{1}{\text{r}_{2}}}=\frac{\frac{18}{2} + \frac{12}{1}}{\frac{1}{2} + \frac{1}{1}}=\frac{21}{\text{1.5}}=14V$
