Solution:
Parallel combination of resistor and battery will give only battery.
So, charging time constant, $\tau_{c}=\frac{L}{2 R}$
Now $R$ and $2 R$ are in series.
So, discharging time constant, $\tau_{D}=\frac{L}{3 R}$
$\tau_{C}: \tau_{D}=\frac{L}{2 R}: \frac{L}{3 R}=3: 2$
