The order of reactivity depends upon the stability of carbocations formed. The relative stability of the carbocations follows the order:

$Ph \overset{+}{C} H _{2} > CH _{3} \overset{+}{C}HCH _{3}> FCH _{2} CH _{2}\overset{+}{ C}HCH _{3}> FCH _{2} \overset{+}{C}HCH _{3}$

Therefore, the order of reactivity of corresponding alcohols follows the order : $( IV > III > II > I )$
