As $(CH_3 )_3 CC1$ is tertiary halide and $CH_3 CH_2O^{-} Na^{+}$ is a strong base, so elimination is favoured over substitution
reaction and the resultant product is an alkene. This type of elimination is known as ($\beta$-elimination, where hydrogen is eliminated from $\beta$-carbon and the halogen is lost from $\alpha$-carbon atom.
