Solution:

Stress $=\frac{F}{A}=\frac{400}{\pi \frac{d^{2}}{4}}=379\times 10^{6}$
$\frac{400 \times 4}{\pi \times 379 \times 10^{6}}=d^{2}$
$d=1.159\times 10^{- 3}m$
$d\approx1.16mm$
