Solution:

$NaOH$ (a strong base) has $pH >7$

As, $HCl$ is added, $NaOH$ is neutralised.

$NaOH + HCl \rightleftharpoons NaCl + H _{2} O$

Thus, basic solution $( pH >7)$ changes to neutral $( pH =7)$ and then to acidic solution $( pH <7)$ when excess of $HCl$ is added.
