Solution:
$Ca^{2 +}$ and $Mg^{2 +}$ ions form insoluble calcium and magnesium soaps respectively when sodium or potassium soaps are dissolved in hard water.
These insoluble soaps separate as scum in water and are useless as cleansing agent.
