Solution:

Ethanol does not react with dilute sodium hydroxide, because the ethoxide ion is the stronger base than the hydroxide ion.
Because of the aq. $NaOH$ when reacts with water forms ethoxide ion but due to its basicity it abstract hydrogen reforming alcohol. hence alcohols do not react with the base.
$2-$ butyne on treatment with sodamide followed by acidification yields 1- butyne because alkynes isomerize on treatment with a strong base.
Terminal alkyne isomer forms sodium salt with soda amide and is phased out of isomerization equilibrium which is why 1-butyne is the only product instead of an equilibrium mixture of two products. So this will favour a forward reactin.
