For second order reaction,
$2A\rightarrow$ Product
Rate of reaction, $r=k\left[A\right]^{2}$.
If the concentration is reduced to half, $i.e.\frac{A}{2}$
$\therefore r'=k\left[\frac{A}{2}\right]^{2}$
$r' =\frac{1}{4}k\left[A\right]^{2}$
or $r' =\frac{1}{4}r$
