Solution:

$\frac{z_{1}}{z_{2}}=\frac{6+3 i}{2-i}=\frac{6+3 i}{2-i} \times \frac{2+i}{2+i}=\frac{12+6 i+6 i-3}{4-i^{2}}$
$=\frac{9+12 i}{5}=\frac{1}{5}(9+12 i) \equiv \frac{1}{a}(9+12 i )$
Hence, $a = 5$
