Solution:

The charged particle will move with uniform velocity in that space if $E=0$ and $B \neq 0$, since a moving charge in a magnetic field experience a force. Also if $E \neq 0, B \neq 0$, the charged particle will move with uniform velocity in that space. If $E=v B$, then particle again moves with uniform velocity.
