Solution:

$CH_{3}CH_{2}Br$ is more reactive in $S_{N}2$ reactions. In $ \left( CH _{3}\right)_{3} CBr$ , steric hindrance at the carbon of $C-Br$ is very high, therefore, the nucleophilic attack of phthalimide anion is mechanically hindered.

The $-CH_{3}$ and $-OCH_{3}$ are electron-donating groups, which do not activate Br atom for nucleophilic substitutions reactions. Hence, compounds C and D are not also used for the preparation of amines.
