The two half-reactions for the given reaction are
$ 2N{{H}_{3}}\xrightarrow[{}]{{}}{{N}_{2}}{{H}_{4}}+2{{H}^{+}}+2{{e}^{-}} $
$ OC{{l}^{-}}+2{{H}^{+}}+2{{e}^{-}}\xrightarrow[{}]{{}}C{{l}^{-}}+{{H}_{2}}O $
On adding both the reactions, we get
$ 2N{{H}_{3}}+OC{{l}^{-}}\xrightarrow[{}]{{}}{{N}_{2}}{{H}_{4}}+C{{l}^{-}}+{{H}_{2}}O $
The obtained equation is a balanced equation and in it, the coefficient of $ {{N}_{2}}{{H}_{4}} $ is 1.
