$V_{rms}=\sqrt{\frac{\int\limits _{0}^{1} V_{0}^{2} t^{2} dt + \int\limits _{1}^{2} \left(\frac{V_{0}}{2}\right)^{2} dt}{2}}=V_{0}\sqrt{\frac{7}{24}}$
