Solution:

The electrostatic potential energy due to system of two charges is given as $U=\frac{K q_{1} q_{2}}{r_{12}}$
$U=\frac{1}{4 \pi \varepsilon_{0}} \frac{q_{1} q_{2}}{r}$
$=9 \times 10^{9} \times \frac{7 \times(-2) \times 10^{-12}}{0.18}=-0.7\, J$
