Solution:

Considering half oxidation and half reduction reaction:
Oxidation: $6OH+\frac{1}{2}Cl_{2} \rightarrow 2ClO_{3}+3H_{2}O+5e^{-}$
Reduction: $\frac{5}{2}Cl_{2}+5e^{-} \rightarrow 5Cl^{-}$
3 moles of $Cl_{2}$ and 5 moles of electrons are involved in the redox reaction
$equivalentmass=\frac{m o l e c u l a r m a s s}{n f a c t o r}=\frac{3}{5}M$
