$HO - Br \longrightarrow \underset{\left( Nu ^{-}\right)}{ H O^-} + \underset{\left( E ^{+}\right)}{ Br ^{+}}$
And alkene follows electrolphylic addition reaction. So, $Br ^{+}$attack at first and then $OH$ attack.
