$2 H _{2} O \rightarrow 2 H _{2}+ O _{2}$
One mole of $H _{2} O$ need 2 moles of $e ^{-} s$ for electrolysis.
So, $Q=I\times t$
$\Rightarrow t =\frac{ Q }{ I }$
$=\frac{2 \times 96500}{2}$
$\therefore t =96500\, \sec$
