Solution:

Total internal reflection can occur only when a ray is incident on the surface of a medium whose refractive index is smaller than that of the medium in which the ray is travelling. Since the refractive index of air is $1.00029$ and that of diamond is $2.42$, therefore brilliance of diamond is due to total internal reflection.
