$pH$ of $10^{-9} M HCl$ is in between $6$ and $7$ (since it is very dilute and $H ^{+}$ from water cannot be neglected.)
$\therefore $ Total $\left[ H ^{+}\right]=10^{-9}+10^{-7}=1.01 \times 10^{-7}$
Hence, $pOH$ will be the between $7$ and $8$ .
