$S=\frac{V_{g}}{\left(I-I_{g}\right)}$
Neglecting $I_{g}$
$\therefore S=\frac{V_{g}}{I}=\frac{25 \times 10^{-3} V }{25 A }$
$=0.001 \,\Omega$
