Solution:

For no freezing to take place at $-8^\circ C$ , $4 \, moles$ solute should be added to $1 \, kg$ water but, since $2 \, mole$ solute only is available it can stop the freezing of $500$ $g$ water only. $500 \, g$ ice is formed.
