$P_0+\frac{250}{0.5}+\rho g\left(40\times 10^{-2}\right)=P_0+\frac{1}{2}\rho v^2$
$500+\frac{1000\times 10\times 40}{100}=\frac{1}{2}\times 1000\times v^2$

$V=300cm/s$
