Regulators can maintain homeostasis by physiological (sometimes behavioural also) means which ensures constant body temperature, constant osmotic concentration, etc. All birds and mammals and a very few lower vertebrate and invertebrate species are indeed capable of such regulation (thermoregulation and osmoregulation).
