$m=\frac{(9M)}{9}=M$
$I_1=\frac{(9M)\times R^2}{2}$
$I_2=\frac{M\times {\left(\frac{R}{3}\right)}^2}{2}+M\times {\left(\frac{2R}{3}\right)}^2=\frac{M{R}^2}{2}$
$\therefore I_{\text{req }}=I_1-I_2$
$=\frac{9}{2}M{R}^2-\frac{M{R}^2}{2}$
$=4M{R}^2$
