Velocity of a ball is measured relative to a fixed object or frame. If frame of reference is moving, then object will have a velocity opposite to that of frame of reference. In given case, car is frame of reference. Due to motion of car, the ball has two velocities
(i) vertical velocity
(ii) horizontal velocity opposite to motion of car.
