$ C{{H}_{3}}COONa $ will give an alkaline solution on dissolving in water because it is a salt of strong base and weak acid. $ C{{H}_{3}}COONa+{{H}_{2}}O\rightleftharpoons \underset{\begin{smallmatrix} highly \\ ionised \end{smallmatrix}}{\mathop{NaOH}}\,+\underset{\begin{smallmatrix} feebly \\ ionised \end{smallmatrix}}{\mathop{C{{H}_{3}}COOH}}\, $ So, in solution the concentration of $ O{{H}^{-}} $ ion is higher than $ {{H}^{+}} $ concentration. Hence, aqueous solution of $ C{{H}_{3}}COONa $ is alkaline.
