$NO _{2}^{-}$and $NO _{3}^{-}$both have same hybridisation, i.e. $s p^{2}$ hybridisation and other given orbitals is as follows :
$NH _{2}^{-} - s p^{3}$ -hybridisation
$NH _{4}^{+} - s p^{3}$ -hybridisation
$SCN ^{-}$- $s p$-hybridisation
