2,3-Dichlorobutane contains a plane of symmetry i.e., the upper half of the molecule is the mirror image of the lower half. The rotation of one half of the molecule will therefore exactly counter balance the rotation of other half, causing the molecule to be optically inactive. Such an internally compensated molecule is said to be a meso form.
