Solution:

As the oxidation state of halogen atom increases, the halogen-oxygen bond becomes more covalent. As a result, thermal stability of the acid increases and hence, oxidizing power of oxo acid decreases. In other words, the more oxidation state of the halogen, the lesser is the oxidizing power of its oxo acids. Thus, the oxidizing power oxo acids is in the order
$HClO > HClO _{2}> HClO _{3}> HClO _{4} $
Hence, $HClO$ is the best oxidizing agent.
