Solution:

A polar molecule is a molecule containing polar bonds, where the sum of all the bonds dipole moment is not zero.
In case of $H _{2} O$, the bonds are inclined at an angle, so the net dipole moment is non-zero. Hence, $H _{2} O$ Is a polar molecule while in all other cases the dipole moment are balanced, so the net moment is zero.
