The chemical formula for Hinsberg reagent is $C _{6} H _{5} SO _{2} Cl$ i.e Benzene sulphonyl chloride.
Primary amines get converted to sulphonamide in presence of Hinsberg reagent which is soluble in $NaOH$
secondary amines get converted to sulphonamide in presence of Hinsberg reagent which is insoluble in $NaOH$
There is no reaction of Hinsberg reagent with tertiary amines.
