$ \because $ $ {{y}^{2}}=x\,\,\,\,\,\Rightarrow \,\,\,\,\,y=\pm \sqrt{x} $
is one value of x gives two values of y. So,
$ \{(x,y):\,x,\in R,\,{{y}^{2}}=x\} $
is not a function.
