At terminal speed.
$V_{T}=\frac{2 r^{2}}{9 \eta}\left(\rho_{S}-\rho_{L}\right) g$ (Assuming other factor constant)
So, $V_{T} \propto \frac{1}{\eta}$ (rectangular hyperbola)
