The two Pi bonds of $S O_{2}$ are different. So, it exhibits two resonance structures. Two Pi bonds of $S O_{3}$ are same and the third is different. So, it exhibits three resonance structures. There is one Carbon to Oxygen double bond and two carbon to Oxygen single bonds. Due to this difference in bond orders, carbonate exhibits three resonance structures. In Ethylene, there are 4 C-H bonds which are identical. There is one C=C bond, which is common between the two carbon atoms. So, there is no need of any resonance in Ethylene
