Solution:

A gas can be liquified by cooling or compressing it only, when its temperature is below critical temperature. Gases which cannot be liquefied by the action of pressure and cooling are the gases which have high critical temperatures (such as $Cl _{2}, NH _{3}, CO _{2}, SO _{2}$ etc).
