Solution:

Kharasch effect or peroxide effect is only
observed in case of addition of HBr to
unsymmetrical alkenes, so the addition of HC1 with
propene takes place as usual by Markownikoff- rule
$CH_3 CH = CH_2 + HCI\xrightarrow[peroxide]{Benzoyl}$
