$2 NaOH + Cl _{2} \longrightarrow NaCl + NaClO + H _{2} O .$
Hence the products are $Cl ^{-}$and $ClO ^{-}$
When chlorine reacts with hot and concentrated sodium hydoxide, the following reaction takes place:
$NaOH + Cl _{2} \longrightarrow 5 NaCl + NaClO _{3}+3 H _{2} O$
Hence the products are $Cl ^{-}$and $ClO _{3}^{-}$
