Solution:

When $Cl_2$ is passed through hot concentrated alkali solutions, a mixture of chloride and chlorate is formed.
$\overset{0}{3Cl_2} + 3 NaOH $(excess) $\xrightarrow{\text{Hot}} \overset{-1}{5NaCl}$
$\overset{+5}{NaClO_3} + 3H_2O$
During these reactions, chlorine is simultaneously reduced to chloride ion $(Cl^-)$ and is oxidised to trioxochlorate $(V)$ ion $(ClO_3^-)$
