Solution:

$[ OH ^{-}]=10^{-3} M$
$ \therefore pOH =3 $
$[ OH ^{-}]=10^{-5} M $
$\therefore pOH =5 $
$pH + pOH =14, $
$\therefore pH =14-3=11$
$pH + pOH =14, $
$\therefore pH =14-5=9$
Difference $=11-9=2$
