Solution:

$2BCl_3 + 3H_2 \to 6HCl + 2B$
or $BCl_3 + \frac{3}{2} H_2 \to 3HCl + B$
$10.8\, g$ boron requires hydrogen
$ = \frac{3}{2} \times 22.4\,L$
$21.6 \,g$ boron will require hydrogen
$ = \frac{3}{2} \times \frac{22.4}{10.8} \times 21.6 = 67.2\,L$
