$\Rightarrow R=10 r$
Surface energy of small drop $E_{1}=S \times 4\, \pi r^{2}$
Surface energy of large drop $E_{2}=S \times 4 \,\pi(10 r)^{2}$
$\therefore E_{1} / E_{2}=1 / 100$
